I lean towards thinking that they didn't go through with it, but what's important is the fact that they had the conversation. I know during the film, the gun wasn’t used, but I believe based off of Martin’s history of following play writing principals, Sam and Frances did go through with the Killing. Why would Martin take the opportunity to cut to a gun multiple times without using it. The same gun is cut to in the trunk of a car. At this point it is unclear who Sam is using the gun on, but for a brief moment it would seem as if on himself. After which,there are multiple cuts to specifically Sam Rockwell with a gun, once walking into the Sign shop, and the other being Sam with the shotgun on the phone.
